How to Evolve a Milotic
In order to get a Milotic, you need to catch a Feebas first. This is the base form of the Milotic, so you have to evolve this Feebas into a Milotic, but the process is not easy. In all three games, you just need to catch a Feebas in Route 119. Any of the three Fishing Rods (Old, Good, and Super) can catch one. Once you have a Feebas, you need to raise its Beauty, and when it gets high enough, it will evolve to the next level up.

You need to get the Feebas’ beauty over 170. In order to do this, just feed your Feebas the right PokeBlock. The ones you want are Indigo and Blue PokeBlocks. Make sure that you feed it PokeBlocks that are only LEVEL 23 or above.

That’s because you can only feed a Pokémon 12 PokeBlocks. If the levels of the PokeBlocks are below 23, then the Beauty stat of the Feebas will not increase. In order to make PokeBlocks, just go to the Berry Blender and use any of the following Berries. Cornn, Hondew, Kelpsy, Pamtre, and Wiki are the berries that you need.

It can dish out good SP Attack moves and can also be tanky with its high HP growth and SP Defense. It can also fulfill the HM Surf Slave in your party, since Surf deals special damage.
