The Shining Laser is arguably the strongest weapon (special weapon) for the original Mega Man Legends (also Mega Man 64 for the N64). A fully powered Shining Laser can instantly kill the final boss in less than a minute. That’s not even a joke, so we’ll teach you how you can get this amazing weapon, because it won’t be easy.
Gathering the items to make the Shining Laser
There are three items or parts that you need to get before you can craft the Shining Laser, and they’re listed below.
X Buster

This part requires you to finish the side quest involving Jim and his gang. They are located in the Closer Woods, and once you beat the Marlwolf, the boys will be there. Once the base/house is fully complete, go to the nearby shop. There should be a comic book inside the box. Give that comic to Jim, and he’ll give you the X Buster.
Weapon Plans

In order for you to get this part, you need to have the special weapon, the DRILL ARM. The Grand Grenade can also work because you need to destroy walls with any of those two special weapons. Head to the Clozer Ruins, go to the part where there’s a wall that can’t be destroyed, simply use the Drill Arm, and the walls will be destroyed.
If you look at the image above, that hole is where the Weapon Plans will be. Just dive deeper if you need to, but that’s where the spot will always be.
Prism Crystal

This item requires you to finish the Museum sidequest in the north area. When you gave the girl all the relics, simply talk to her inside the Museum. She’ll give you the Prism Crystal, which completes the three items needed to make the Shining Laser.
How to Craft the Shining Laser
Simply go to Roll and have it made. Now that you have all three parts, there shouldn’t be any issues. Just pick ITEM DEVELOPMENT, and she’ll make it right away.

Upgrading the Shining Laser
This is where the chore begins, because making the Shining Laser is free; it’s the upgrades that cost a lot. Upgrading the Laser is super expensive, and it will cost you around 800,000 Zenny. However, it is worth it to do so, but you don’t need to upgrade it in total.

The number one thing to upgrade is the Attack. Max it out, and you can melt the final boss in seconds. Kill any enemy with relative ease with this Laser. Energy is also good, but not a priority. It allows you to fire it unlimitedly, but do you really need to? Most of the time, the Laser is used near the end of the game anyway.
There’s no reason to max out other attributes when you have the Attack all the way up to max. Perhaps the other attributes are just there for moral support.
